The High Frequency Active Auroral Research Program (HAARP) is an investigation project jointly funded by the US Air Force, the US Navy, the University of Alaska, and the Defense Advanced Research Projects Agency (DARPA).[1] Its purpose is to investigate the ionosphere and establish whether some of its properties can be used for communication or surveillance purposes.[2] Started in 1993, the project is proposed to last for a period of twenty years. The system was designed and built by Advanced Power Technologies[citation needed] (APTI) and since 2003, by BAE Advanced Technologies.[1]
The facility currently operates a VHF and UHF radar, a fluxgate magnetometer, a digisonde, and an induction magnetometer alongside the transmitter facilities.

Fulford is an interesting character storm, I'm often not sure what to make of him. clearly he does mix in elitist circles or has done in the past though, that's for sure. So perhaps we should listen to what he has to say and make our own minds up about the information he is sharing with us.
I have however noted in the past that he does like to have a dig at other prominent conspiracy researchers who are out there, for example I saw a video posted on his website fairly recently claiming David Icke was actually a Rockefeller in disguise.
For me people lose a little credibility when they spend their time attacking others as their time would be much better spent focussing on real conspiracies rather than on fellow researchers/speakers. :-)

Don't even get me started on HAARP! I could rant and rave about this for years, in fact I do. Wonder why no one comes to visit anymore?
